About the role:
The Chief Operations Officer (COO) is a Pre-Approval Controlled Function (PCF-42) under the Central Bank of Ireland’s regulatory framework. The COO is responsible for overseeing the operational infrastructure of the institution, ensuring resilience, efficiency, and compliance across all operational domains. This role is critical to delivering strategic objectives, maintaining regulatory standards, and supporting sustainable growth.
What you will be doing
- Operational Strategy & Execution
- Develop and implement operational strategies aligned with the institution’s business goals and regulatory obligations.
- Ensure seamless execution across core operational areas including payments, customer service, IT systems, and business continuity.
- Regulatory Compliance & Governance
- Ensure all operational activities comply with Central Bank of Ireland regulations, including SEAR and Fitness & Probity standards.
- Support the institution’s authorisation and reporting obligations to the Central Bank.
- Risk & Resilience Management
- Oversee operational risk frameworks, including incident response, disaster recovery, and cybersecurity.
- Collaborate with the Chief Risk Officer and other executives to ensure robust risk mitigation and resilience planning.
- Technology & Systems Oversight
- Lead operational technology initiatives, including systems integration, automation, and digital transformation.
- Ensure operational systems support customer experience, data integrity, and regulatory reporting.
- Cross-Functional Leadership
- Work closely with the CEO, CFO, and other senior leaders to align operations with strategic priorities.
- Lead and develop high-performing operational teams, fostering a culture of accountability and continuous improvement.
- Customer Experience & Service Delivery
- Ensure operational processes deliver consistent, high-quality customer experiences.
- Monitor service levels, operational KPIs, and customer feedback to drive improvements.
What you bring
- Proven experience in senior operational leadership roles within regulated financial services (e.g., banking, payments, insurance).
- Deep understanding of Irish and EU regulatory frameworks, including Central Bank of Ireland requirements.
- Strong track record in operational strategy, risk management, and systems implementation.
- Experience managing cross-functional teams and complex operational environments.

- Financial soundness
Subject to pre-approval and ongoing compliance monitoring under the PCF-42 designation
